Mr. Van Rosen was a Belgian refugee who fled to Paris, France.  Van Rosen's character doll heads are made of a bisque like ceramic material and are marked as shown below; Van Rosen in a semi circle, France Depose, on a composition and wood jointed body. 

 

Doll faces are very artistic, expressive, realistic, a rarity and highly prized by collectors.  There is a similarity to De Fuisseaux art dolls, also of Belgium.  Dolls were distributed by La Maison Bossier and La Maison Rouzaud.  Van Rosen also made ceramic figurines 9 to 16" tall, dressed in French military uniforms.
